I've done some research and I read that maybe uninstalling any Anti Virus programs that you have on your PC before installing W 10. Or you can Google this issue as well.

Welcome to the Webroot Community forums. 

 

A few solutions I found said that when installing ensure that all peripheral are disconnected unless essential and no Internet connection to ensure no "Critical Downloads" are installed as some people are experiencing this error due to them. 

 

See if this helps, remember you can also use the repair function from a bootable drive or disk to see if that helps also.
