This does happen once in awhile with Windows 10. Would you please do a uninstall/clean reinstall of Webroot. This will only take 5 minutes or so to do.
Please follow the steps closely!

- Make sure you have a copy of your 20 Character Alphanumeric Keycode! Example: SA69-AAAA-A783-DE78-XXXX
- KEEP the computer online for Uninstall and Reinstall to make sure it works correctly
- Download a Copy Here (Best Buy Subscription PC users click HERE)
- Uninstall WSA and Reboot
- Install with the new installer, enter your Keycode and don't import any settings if asked to as you can set it up as you like once it's done
- Let it finish it's install scan
- Reboot once again

what build of SA are you running ? ?? There was a bit of a problem with the old build but i believe the last full release is the .46 version and that one should not have the problem. The message you get is when the WRSA service restarts i believe. Then temporary ( just a few tenths of a second or less ) your protection does not run and generates the message. When it becomes active again that message does not dissapear from your action centre. You need to erase that msg manually.
If you are going to do an uninstall re-install make sure you use the .46 version then . Guess Baldrick mentioned this already in another topic but forgot that one's title. You could of course attempt to check for updates instead of doing the manual uninstall/re-install and update to the latest version
