When I scanned, it said that WiseConvert Toolbar was deleted. But it still shows up in control/programs. How can I get rid of it from control panel programs?

You have what we call a PUA please look at this Article to see if you can remove it yourself: https://community.webroot.com/t5/Techie-KB/How-to-Remove-Potentially-Unwanted-Applications/ta-p/40744 if in the end it's still there then please Submit a Support Ticket and they will help you remove it free with your paid subscription.
