Webroot identifies threats. I request they be removed. After they are, Webroot requests permission to reboot my PC. Permission is given, PC reboots, when I reopen Webroot, it goes through the same process and the same threats are still idenified.

Is Webroot asking over and over to reboot the PC? If so, please submit a Trouble Ticket to have Webroot Support take a look at things. Sometimes an item of malware is stubborn enough that it just cannot be removed automatically even though it has been detected.
It is also possible that if you can boot the computer into Safe Mode with Networking that it might be able to remove the malware that way... that does sometimes happen as well.
Webroot Support can help you in this situation, and it is FREE to those with a valid WSA license.
