I did not get to choose accept or decline becuase I could not get my mouse to hover over either choice, The window closed and have not seen it again. Has anyone experienced this and what is the purpose?

This does not sound like it's from Webroot. Was that the exact message you were getting? Webroot will not rearrange Chrome.

 

Webroot does have a Webfilter and Password Manager in the Chrome browser and any other browsers that you may have.

But they do not mess with your browser.

 

Not sure why you got this sort of message.
