Can anyone tell me what I have to adjust to be able to download files?

Can you tell me if you are getting an error message or you are just being blocked by Webroot?
Have you tried a different Browser? May I ask what browser you are using? Are you sure the PDF is safe to download?
Can you please donwload Adobe from here http://get.adobe.com/reader/
I'd also advice you to uncheck any addons associated with this download. They cause issues!

2-You can shut down WSA by Right Clicking on the Webroot Tray Icon and Click Shut Down Protection . If you are sure these are safe.

I just saw this and I thought I'd share a similar problem.
Since installing Web Root I just cannot start Adobe reader. It starts and lives for a short time and dies before any window comes up. I also cannot view PDFs in the browser - we at least I couldn't until I used an alternative reader called FoxIt.
I hadn't thought of Webroot as a possible cause until I saw your post.

I would suggest that both of you open a Support ticket outlining your problem and it will be quickly fixed!
