Yes, use both of them. Windows Defender actually uses Windows firewall and does not have one itself.

Hello Don can I ask which OS you are running and if it's 32bit or 64bit? Also do you want Windows Defender to run with WSA as I see no reason to but if you want to there is a registry change for it to run with WSA on Windows 8.1 so please reply to my questions and I will give you further instructions.

I was reading this article on the internet about Webroots firewall. I would also like to know to why Is windows firewall monitoring instead of webroots firewall

I assume you are using Windows 8, and this discussion covers it, particularly this comment which quotes Dev Joe regarding this..  Basically, on Windows 8, ALL 3rd party firewall software is simply controlling the built in Windows Firewall, no matter where the software is from.
