How do I remove "de-crypt" malware?

Removing the malware is the easy part, however the tough part is the encrypted files. Depending on the version the encrypted files may never be recoverable.

Whenever I try to download the log gathering utility I get a "security settings does not allow file to be downloaded". How do I change the settings?
Easiest way is to reset your browser (Assuming your are using IE) if you have another browser installed (Firefox/Chrome) I would try download the log using that.
1) Open internet Explorer
2) Click on "Tools" or click on the cog icon
3) Click on "Internet Option"
4) Click on the "Advanced" tab
5) Click the "Reset" button at the bottom
6) Click on reset Internet Explorer
