When I try to read my e-mail this program keeps poping ups that my e-mail is

but when I click on UNBLOCK AND CONTINUE the screen goes black and it says on.jsp .gif Image 1 x 1 pix and I cannot get back to my e-mail it is gone. Why and how do I stop this from happening????

Welcome to the Community!
You might have some bad PUAs which can be causing havoic with your email. Would you please check out the Knowlege Base ariticle here.
Also if you need help you can issue a Support Ticket free of charge so that they can look into this for you. Because this doesn't sound normal at all.

Please submit the Trouble Ticket ASAP and let Webroot Support take a look. Given that unblocking and continuing results in a 1x1 pixel, you are at HIGH risk of having allowed the computer to be infected. 1x1 pixel images have been used in the past as a transmission path.
Once you have submitted the Ticket, please do not run a new scan or delete the email. Webroot Support will need to be able to see the current status of your computer.
Also, please do not update or add to the ticket in any way until requested to do so by Support: doing so may alter the date/time stamp resulting in your ticket being moved to the back of the queue.
