I replaced my hard drive and now I need to know how do I access my passwords?

Accessing your passwords, assuming you mean from the Webroot Password Manager, is pretty easy. Install WSA on your new computer. One installed, you should have the Password Manager toolbar available in IE and Chrome. If you are using Firefox, there is currently an issue for which we have a temporary solution here.
You can also access your passwords within the Account Console.

Welcome to the Community Forums.
As your password data is kept in the Webroot Cloud all you need to do is to have the Password Manager Extension installed in your browser, and to do that the best approach is to install WSA on your system again.
You can download the latest version of the installer (Webroot version from here or Best Buy version from here) and run it as you did when you had your old disk in place (maske sure to have a copy of your keycode to hand, and be connected to the Internet when you do).
And following that you should be able to access the password data again. Alternatively, you can access it from your online console (here).
