I am trying to open a new support ticket but it just said "we have previously been in contact????????????

That tells me you have been in contact with Webroot Support do you keep the replies from old support tickets as the password would be on it? Another way around is use another email address that you have access to and make sure you keep the reply as it will have the info needed to contact support again if need be.

I'm sorry you are having problems contacting support but are you accepting cookies on that support page?
You can contact Technical Support at 1-866-612-4227, Monday through Friday from 7am-6pm.
Hope I helped somewhat but maybe one our expert Forum members can assist if you are still having problems issusing this support ticket
