After I've successfully logged into the password manager, the green progress bar gets stuck about 3/4 of the way to loading my usernames and passwords.

Apologies as it looks like you post has been overlooked. :(
From what you are describing I believe that you are trying to access your passwords via the online web console?
If that is the case then I would wait a while (which you would have done since Wednesday) and try accessing again, if you have not already, as sometimes this is due to a glitch in the back office systems.
If you are still getting the issue then I would recommend that you Open a Support Ticket, to let the Support Team know so that they can investigate said back office systems, etc., for the cause of the issue.
