Welcome to the Webroot Community,
Would you go to this Thread here and see if this applies to you?
AS I suspect that you have not yet set up your Web Console. If that is the case then click on the Sign up now button in the 'Creat Account panel (top right) and follow the instructions.
If you have set up your Web Console then you may not have your permissions set to access for PW Manager in the Account Console.
If you have Admin permission you can edit permissions for other users in online Account Console, as well as your own. Please sign into Account Console and set your permissions to access.

If this doesn't help then I would suggest that you Open a Support Ticket, and they will gladly help you with this.

Hi apielecha
Welcome to the Community Forums.
Personally I would go straight for the Support Ticket option as we have of late seen a number of such threads all with apparently the same issue down to the Password Manager not 'preparing' properly.
As the Password Manager is effectively Cloud based (where the date is held) and we volunteers have no access to those back office system, the Support Team will be best placed to investigate and if needs be respond to assist.
Regards, Baldrick
