Phishing Site
I keep going to a site that is blocked by Webroot Anywhere but I know it is a legitimate site

Please supply the link for the website being blocked, as requested, by acmcneil.
And once you have done that you should be able to click on the 'Unblock & Proceed' button in the bottom left hand corner of the blocking page...which will allow you through to the site but also whitelist the site on your system (so that in future yo are not blocked) AND send a notification to the Webroot Threat Researchers so that they can understand that an override has been placed, and I believe that if they see a pattern of overrides then they will investigate a possible false positive.
