Where would I got to report a threat that was in another a/v application that WR didn't detect?

Well if you have the threat (file/app) to hand then you can submit it directly to Webroot via THIS site, giving the reason for the submission as 'Malicious File'. Alternatively, if you just have the information on what was detected then the bestnthing to do is to Open a Support Ticket, providing this detail for the Team to investigate.
