WebRoot reports that the system is using 7 percent of the available 32Gb of RAM, memory andalysis indicates no memory issues.
Windows 8.1 64bit appears to have no way to set virtual memory. Am I missing something about the report from WebRoot?

Welcome to the Community Forums.
If you are referring to a report on this from the System Analyzer feature in WSA then I would not pay too much attention to it as it is just a baseline analyser which in my experience sometimes throws up strabge results. It is not meant as a thorough or comprehensive tool.
If you are really interested in that then I would look to any of the number of apps that are specifically built for that job.
In short I would not worry about what System Analyzer is reporting, and most certainly if you are not noticing any performance issues.
