We have seen an issue with intermittant blocking of good pages, sites that even show VERY high trust scores at BrightCloud (the exact rating that the Web Filter uses). Webroot and BrightCloud are aware of it, and they are working on it, but any additional data you can provide would be helpful.
Please submit a Trouble Ticket with the False Positive URL's and request that it be escalated to the BrightCloud team!

That I am not sure but again should be brought to BrightClouds attention.
