The password manager works, i.e. remembers and enters passwords for me. But, I am unable to access the password manager screen to check or edit password info.

I deduce from what you are relayng that you are having trouble access the Password feature via the online web console or even just the web console itself? See here for access.
Please elaborate as to the exact nature of the impediment, i.e., do you get an error message, are the access fields greyed out, etc., so that we can try to offer some assistance.

Hi. Thanks for responding. When I bring up the webroot console, the "Password" area is greyed out. When I click on the "Set up account now" button, a message comes up saying "this will activate the keycode and it takes about 15 minutes, are you sure you want to do this" (or something to that effect). I opt for yes, but it comes back up greyed out. The password function works as far as remembering passwords and logging me into sites, but I would like to access the password manager screen. I can't remember all my passwords and I need to look them up if I want to log onto somrthing from a different device, such as my ipad or smart TV.

Having just tried to see if I could replicate what you have posted I find that I cannot and therefore I would suggest that you Open a Support Ticket, as the issue would seem to lie in the Webroot back office and we volunteers do not have access to that side of things.
