Why do some folders have a blue icon next to them but files inside have green icons?

Why do some folders have a blue icon next to them but files inside have green icons?
Other folders have a green icon next to them and all files have a green icon inside that folder?
What does the blue icon mean please?

    I have the screen shot saved but it won't let me upload it to you.

    Also, when I try to reply it won't upload.  However, It does let me save it as an attachment in an email but I don't have an email address to send it too.
