Why won't Webroot scan at boot up when the box to do so is checked? I've just installed it on a new Toshiba PC, Windows 8.1

EDIT: I forgot to mention that you must have a check next to Enable Scheduled Scans. /EDIT
The check box for scan at bootup is only used if the computer was not able to scan at the scheduled time. In order to scan at bootup, you need to set the Scan Frequency drop down as shown below:

Hello and Welcome to the Webroot Community!
I don't know why anyone would want to scan on boot up as that would slow down the boot process even by mere seconds. As the Realtime Shield is always running and if anything malicious tried to execute during boot up WSA would stop it.
