Is it possible to start a scan on the client without setting the policy to unmanaged?
Is there a setting in a policy to allow the client ot manually start a scan via the GUI without setting the policy to unmanaged?

Yes it is. If the GUI setting is set to show from hidden in the user interface section of the policy editor, the scan can be initiated by the user via GUI without a warning message about the the action being controlled by the administrator.
