Please take a look at THIS KB article from MS Support for the basics related temporary files under Windows.
In general they are safe to delete if they are hogging disk space but just to make sure, with respect to what temp files are you asking this...and where are they located?
EDIT: THIS is another good article on temp files, from a reputable source.
