Under the top lock icon on a Mac it is checked and under the drop says:
IP: Failed to fetch
What exactly does that mean?

That sounds like WiFi Security was unable to connect to the endpoint you requested. It may be worth trying to disconnect and reconnect again to see if it was a glitch, or trying a different endpoint (for example USA East instead of USA West).
