As of this morning, Webroot is blocking my PayPal link on eBay. Is anyone else having this problem?

Welcome to the Community Forums.
Firstly, would you please check the Paypal URL with Bright Cloud, as I am not seeing an issue when I try. If Brightcloud comes back with a GREEN designation then we will have to look elsewhere.
Secondly, if the block is the display of the Webroot Block Page similar to the one below then if you are ABSOLUTELY SURE that the link you are clicking on is safe, i.e., you have used it before/it does not look strange, then click on 'Tell me more about it' button.
That will reveal additional option including an 'Unblock page and continue' option which you can click and which should (i) allow you to proceed, (ii) whitelist the site/URL for future use unhindered & (iii) notify the Threat Researchers at Webroot/BrightCloud that some one has had to undertake an override and presumably prompt them to investigate the block, etc.
As I said, only unblock and proceed if you are SURE that the website you want to go to is safe.
If you have any doubts then please Open a Support Ticket to notify the Support Team of the issue after which they can investigate and advise back. This service is free of charge to WSA users with a valid/active subscription.

yes defo getting this all the time today. Its really annoying. I have reported it.

Well, that is the best thing to do but you could also try the 'Unblock and proceed' option as a temporary workaround, assuming that you are sure that the site being blocked is safe...it may take the Threat Researchers sometime to get around to checking things out and sorting it if it is in fact and issue at their end.
