Welcome to the Webroot Community.
 
Could you give some information concerning this? Webroot updates from the Cloud and chances are you wouldn't even notice..When do you get this message? Does this happen on startup?

When I boot up my computer I get a notification that WRSA.exe would like permission to make changes to my computer.  I have run several scans but this program is not picked up as a problem, by Webroot.  Am I safe in giving this program permission to make changes to my computer?  It is saved in my Webroot folder but I do not know how it got there.

Webroot was working on this issue.. they stated here: "We should have this resolved soon, for now, the service will work and give you protection as long as you select Yes on the UAC prompt.."
 
But we hear now WSA's Web Filter was the cause of this issue and so Webroot released a new one on Wednesday v1.2.0.27 which should of fixed the UAC issue.

Please alow the permissions for Webroot when starting up. In the meantime it would be best to contact support to let them know you are still getting this prompt on restart.
 
 Submit a Support Ticket which is a free service with an active Webroot subscription and they can take a look for you.
