I have moved to another state with a different provider, can i phone webroot to give new info?

If you mean by 'different provider' a different ISP then there is no need to let Webroot know...WSA will handle the connection automatically.
 
If you are referring to a different credit card provider then you can phone Sales on one of the numbers detailed on THIS PAGE.
