system restore is off and will not allow me to change it

i can not restore my system to an earlier date because system restore is turned off. and will not allow me to turn it on. also does web root require remote assistance to be always on?
also the 'web console' is monitoring my settings and i can not change them is this normal?

Try the following below and see if you can launch System Restore.
 
How can I force my computer to system restore?To boot Windows in Safe Mode, restart your computer, then press and hold the F8 key while your computer boots. Select Safe Mode in the boot menu that appears and press Enter. (If you don't see the boot menu, restart your computer and try again.) Launch System Restore and use it in Safe Mode. Here is an article from Microsoft http://windows.microsoft.com/en-us/windows/turn-system-restore-on-off#1TC=windows-7 ( You didn't say what OS you have).  I am not sure what you mean by Remote Assistance to always be on? Make sure you have under your Security Settings set to User Configuration by going to  your Account Console. ? i don't wanna dissapoint you but usually when system restore is off one does not keep restore points so it's pretty useless to go look for them unless Microsoft is storing them on their servers ( no Cortana you can't have them  :@ ).
 
Why do you need remote assistance to be on. That's usually the first thing i nuke on any pc i touch even on my own machine where i am running Secure Anywhere...
