I want to get rid of this Slim Cleaner Plus, I tried to uninstall it is not going away. Any help?

Hello, I need help on this. While down loading black board for a course that I was taking, I acquired (not by my choosing) this "SlimCleaner Plus" that is holding my computer up. I tried to uninstall and it would not let me. I am at a loss of what to do, when I am told that it is malware and dangerous for my computer. My webroot does not recognize it as malware or a virus. No software should be able to retain its self if the owner want to uninstall it.  Please help if anyone knows how to get rid of this, Tom
