I have retired one computer how do I take it off the Webroot protection and add new computer?

Please send me the name of the computer you wish to be removed in a Private Message.
In the future, you can simply uninstall SecureAnywhere from the computer or device prior to "retiring" it and this will remove the device from the activation count.
Edit: You can also manually deactivate computers from your MyWebroot Account.
Log in to my.webrootanywhere.com>Click on PC Security>Select the Computer you wish to deactivate>Select Advanced Options>Select Deactivate Computer
