If people and organisations do bother to update normal things on their devices they will not bother with firmware updates.

I think that part of the issue here may be that most people steer clear of firmware updates unless they are pushed given (i) the nature of firmware updates, i.e., interact at a much lower level & (ii) given that they are often told "if it ain't broke then don't fix it"...and in most cases security vulnerabilities do not manifestly result in overtly visible issues. It is a difficult one.
