my phones been hacked and i tried to hard reset it( hold power and middle of volume rocker at same time) and a boot screen comes up, i think they are using blur.res to hack. help please

The boot screen is the method by which a hard reset is performed. Your cellular provider would be able to best assist you with the directions to perform a hard reset, but call them from a different phone than the one you intend to reset.
That being said, why do you believe the phone has been hacked? Keep in mind the only way for it to be hacked in any way is externally, so you would need to download a malicious app or connect it to a malicious computer that knows the driver for that phone.

blur.res refers to an Android UI replacement from Motorola I believe, so I'm not sure how that relates to the original question either.
