When I do a scan, once it reaches 10%, it skips to 71%. Why? Is it normal?

Welcome to the Webroot Community,
 
I would not worry about the scan complete % jumping so quickly at once.  Remember, WSA scans MUCH faster than other AV programs, and some areas of the scan, like for rootkits, involve so little an amount of files that really the % completed just may not be able to update as fast as the scan goes.  If the % completed is updated once per second, yet the scanner gets through a large amount of the scan within that second, the number will jump.
