How is it that each time I run a scan, the same number of threats are removed?

How is it that each and every time I run a scan on my hard drive I get the same count of threats removed. Doesn't make sense! It's always 16.

That number that you are talking about is the total number of threats that have been removed by Webroot in total since its installed and NOT the number that has been removed in that scan.
 
You can reset that number by running the following process:
 
1) Open the Webroot program
2) Click on the cog icon to the right of Utilities
3) Click on the "Reports" Tab at the top
4) Click on the "View Statistics" button
5) Click on the "Reset" button
