Does WBA Enterprise Protection scans a Guest PC that is not on the domain, connected to an enterprise network either via ethernet or wireless.
No, Webroot can not scan devices that are connected to your Guest Network. The Agent still needs to be installed and running in order for this to happen.

What happens as they posses as threat to the enterprise network? Some organisation allows this devices access to shared drives and applications.

Devices that don't meet an Organization's Security Standards should NEVER be allowed to share drives and applications. That should be addressed internally.
