Web filtering driver

Was just looking thru some of the settings for Firewall/Web shield in advanced settings and I noticed that the box for Web filtering driver was NOT checked by default.
 
I guess I'm not sure exactly what this driver does and whether to check it or not?
 
Are there any disadvantages to having it checked?

The web filtering driver allows for our web extension to be inserted into browsers, which then filters traffic. This is not checked by default because once it is turned on it will start filtering end-user traffic, and they may be blocked from certain sites depending on your settings. We like the admins to select when they want this turned on in case any end users are upset by not being able to visit sites they previously were allowed to visit.
