why does Webroot anti virus claim that ixquick proxy help site is unsafe?

why does Webroot anti virus claim ixquick proxy help site is unsafe? I am using it on IE 11 . THE WEBROOT message says it labels it has a suspicious threat! I am using ixquick  on IE 11. This seems to go against everything i have heard about and seen on ixquick.
NOTE: could it besimply  that"NO Proxy is the  default in advanced settings? OR....SOMETHING ELSE?
 
ANY IDEAS WILL BE APPRECIATED BECAUSE I WOULD REALLY LIKE TO USE THE IXQUICK PROXY SEARCH

From what you are saying may I conclude that every time you try to get to the site you get the Web Threat Shield webpage popping up to inform you that the site is unsafe?
 
If that is the case to get rid of that just (and if you are absolutely sure that the site is safe) you can click on the 'Unblock and proceed' button in the bottom right hand corner of the blocking webpage and that should (i) allow you through now, (ii) whiltelist the url locally so that you are allowed through in the future &, most importantly (iii) notify the Webroot Threat Researchers of the local override so that they can check into that to see the reason and possibly/probably look to reclassify/whitelist the site in the Webroot Intelligence Network's cloud definitions, if they agree with your determination.
 
But all this is based on my correct interpretation of your post...so if that is incorrect please post back here with more information so that we can look further at providing you with assistance.

yes what you think i see is essentially what i see, and i could click on the "unblock " button & continue & i may do it and also  try to ask the threat researches to whitelist it but i have been a little nervous about doing this because while i was trying to install the ixquick toolbar (just after installing ixquiock itself -which works fine),  Webroot suddenly on 12-31-14 said i was infected and did an emergency scan and deleted what they said were 4 infections and stated i might want to change my passwords  A little unnerving--so i was wondeing if it was the "NO Proxy" setting that was the problem? But maybe that would mess up proceeding on other browser or search engines. Note ixquick works fine it is just this proxy search which alledgly  leaves no or little  trail and seem desirable as described in https://www.youtube.com/watch?v=Luovo73Bjqc  that makes me want it.. But i am out of my depth here so possiblyi should leave well enough alone.  But any ideas on how best to contact these webroot Threat Researchers ?

Thanks for the detailed reply.
 
All you say makes sense and I can see that what occurred could make one a little nervous.
 
I think that part of the issue may be that WSA is seeing ixquick as just another one of 'these toolbars' that have a bad name as often they come bundled with other software and therefore can by some be construed as PUAs (Potentially Unwanted Applications)...and in this case you plainly want to install ixquick.
 
It may be a good idea, nay the best approach, to Open a Support Ticket in which you can (i) explain what has happened & (ii) make your case for the whitelisting of the ixquick components so that they are not intercepted by WSA.  That should reach the Webroot Threat Researcher.
 
But at the same time I will ping two of them @ @ who do frequent the Community and may be able to advise on this more directly.

Proxy sites like ixquick are automatically blocked as the "Proxy Avoid and Anonymizers" category. The site is safe to use, and you can safely click on "Unblock Page and Continue" to proceed to the site. These sites are blocked more for our business customers since admins typically don't like these services being used on their networks. 
 
Update: I did find and correct a False Positive while installing the ixquick toolbar - I'm guessing that was part of what you were seeing as well.
