I AM UPGRADING TO A NEW LAPTOP. CAN I TRANSFER WEBROOT FROM MY OLD TO NEW LAPTOP?

Welcome to the Community Forums.
 
Indeed you can. If your subscription is for 1 device license you should should first deactivate the refeence to WSA on the old PC. Guidance on how to do that can be found in this KB Article. And then just go ahead and install WSA on your new laptop. 
 
If you a multi device license then you have the choice of when you uninstall from your old laptop/deactivate the occurrence of WSA for it.
 
To install on your new laptop just carry out the same process as you did for your old one, making sure that you have your keycode to hand and that you are connected to the Internet.
