Webroot and Antivirus Labs

I am writing because I am interested subject of testing antivirus programs. We developing a testing program and the results we are published on the website avlab.pl
 
1. I wonder why AV-C did not invent the methodology for antivirus in the cloud like Webroot or Panda?
 
2. Whether the same methodology should not differ significantly from that used in the AV-C? If it enough to just increase the time to detect the risks?
 
3. And what AV modules should be tested? On-demand tests are old and do not reflect actual results.
 
4. How do you think should look modern testing process?
