Out of the clear blue my pc stopped allowing me to add attachements to composed emails. I read I should disable all add ons, but it didnt help.

Would you tell us what email you are using?
I dpn't believe this is a Webroot issue.
Maybe you can find information from Outlook, Yahoo, or Gmail from their help site? EDIT: like Mozilla for example https://support.mozilla.org/en-US/questions/927819
