My computer is running slower than usual and was wondering what to do about it.

Welcome to the Community Forums.
Is there any particular point since when you have noticed this 'slowness' starting, i.e., since a specific application & WIndows update or the installation of a new app? Also, is it slow always or does it slow down as you use it or when you use a specifc application?

It has been running slow for several months. Web pages typically load at a slower pace. When downloading a file or even a document it runs slow. Its not really any specific application, it seems as if it is the entire computer. I did have webroot previously and the subcription expired. My computer was running just fine. I renewed the subscription about 3 months after it expired and it seemed like during that space of not having webroot that my computer begin to run slow.
Do you notice any heavy disk activity or the fan running for long periods or harder than usual? If you are finding that then come back as we may be able to investigate that more easily.
It may also be that your machine has become bogged down/clutter with useless junk, etc. Have you tried running a cleaning app such as CCleaner which many of us use here to remove the detritus of every day activity and expecially internet debris?

The problem may could be that my computer has become bogged down/clutter with useless junk.

Also take a look at the Task Manager and try to see, under the Processes tab, if there are consistently the same few processes hogging your systems resources either CPU or memory...sometimes when we install apps they have (helper) processes or services that run continually even if we are not using the app, and some of those can be set to Manual startup so that they are only acitvated as and when we use the app that they are there to 'help'.
If you need help interpretingthe Task Manager details then please let us know as we can help with that.

I would like help interpreting the task manager cpu.

Certainly...to access the Task Manager, right click on the task bar of your Desktop and select 'Task Manager' which should display something similar to this (please note that this is the Windows 10 Task Manager in 'More Detail' mode and that the one from earlier versions of Windows will differ in format somewhat):
If you are seeing 'More Details' or words to that effect in the bottom left hand corner click on that to get the maximum information displayed and make sure that the 'Processes' tab is displayed.
The do the following in turn for the 'CPU' & 'Memory' columns:
1. Click on the column header so that the column of data is sorted in largest value descending order.
2. Make a not of the top 3 or four processes list at the top of the 'Name' column, together with the corresponding value in the column that is highlighted.
3. If anything looks like it is hogging either CPU or Memory post the details back here so we can take a look.
As another thought it is possible that you have an excessive amount of programs running at startup. The more you have launching at startup the longer your PC will take to get back to "normal". So firstly I would go through the Windows add/remove control and remove unwanted programs you dont need. If you have certain programs running at startup disable that option. Many programs you may not even need all the time (iTunes etc).
As a follow up you can go into more detail and on the assumption that you do not know how to manage the startup applications (and also not knowing your OS so I will only provide for Windows 7 examples) but if you have another version then you can research on Microsoft’s site.
If you are looking to CCleaner you can manage Startup from there, and if you do you can use the built in tool to accomplish the same thing. So for MSConfig, and whilst you are at it you could go ahead and clean up the files and applications that you do not need using the built in Disk Cleanup Tool (again; linl to Windows 7 version supplied).
GIve all of that a go and see if it helps. Post back if you require more guindance and advice. I am UK based so there may be some delay in me getting back to you with replies...so apologies in advance for that. :(

In regards, to the task manager, What seems to be used the most of the CPU is 'System interrupts' at about 14%, 'Task manager' at about 4%, and 'Google Chrome' at about 5%
In regards to the Memory, 'Google Chrome (32 bit)' is 160.1MB, Google Chrome (32 bit) 69.7MB, and 'Service Host: Local System (Net...) 69.1 MB. I currently have Netflix running so it is at 203.8

From what you are saying you would appear to have no specific or alarming resource hogs (Chrome does in general consume quite a lot of memory per tab opened so nothing strange there).
I think that you best bet is to (i) check the Add/Remove Programs for applications installed that you do not need, and uninstall them as you can always reinstall them later, (ii) run Disks Clean Up, (iii) run CCLeaner to remove th debris and clutter that Disk Clean Up may have missed, and then (iv) use CCleaner to check on your start up items and again to disbale able any unnecessary items (but do not touch anything WSA-related as it is all required...;)) and then see what that yields.
