is there a way to configure WSA so it doesn't start early in boot-up process?
I am presently using WSA as a complement to a traditional AV, and I think 2 early-start programs is overkill.
another question: is there a way to disable it from starting in windows safe mode?

I am not aware of a way of doing that. Once can go to Start Up items folder and disbale the start up of WRSA.exe but to be honest I would not mess with. Rather I would check your 'traditional AV' to see if it has sucha mechanism and then go with WSA as the main anti malware app and the 'traditional AV' as the secondary.
As far as I am aware WSA does not start in Safe Mode, but even if it does it takes n o time at all to shutdown protection.
