So I have these annoying pop ups that have ads on them. They come up randomly. I have adblocker, but these just seem not to be able to be blocked for some reason. Any advice as to how to get these to stop?

Sounds like you may have some PUAs. Maybe you could tell us what kind of popups that you are getting? But please look at this writeup that the Community has below and see if this helps or not.
What you are seeing and describing is what we on the Community refer to as a PUA. (Potentially Unwanted Application)These are very annoying at best in that they cause pop-us, redirect your browser home page, and other behavior that may slow down the computer and direct ads your way, but they are not actually doing anything bad like damaging files or stealing information. Often they are installed intentionally by you the user as browser add-ons for various tasks such as quick search tools.. but they also come with the result of added annoying pop-ups and ads. Other times they 'piggy back' with other software that you installed, or try to 'sneak' onto your system entirely.
WSA does detect and remove many PUA's, and more are being added, but WSA does not detect all of them. A simple browser add-on with PUA behavior that is easy to identify and easy to remove is not likely to be detected and removed by WSA. Those that are intentionally difficult to locate and remove are. Please see THIS LINK for more information regarding Webroot's stance on these annoying programs.
The best thing to do is to submit a Trouble Ticket and ask Webroot Support to take a look and remove these for you. There is NO CHARGE for this for valid WSA license holder.
Also, we have had a lot of discussion regarding these recently, and I have posted an Idea for Webroot to consider asking them to increase PUA detection. The more users that need help removing a particular PUA the more likely and faster that PUA will be added to detection.

So the random pop ups are adds that have "AdGetDiscountApp | Close" on the bottom of the adds. Some of them are the little boxes that have "Is your computer running slow? Make it run like new, click here." And the most annoying one is a full page one that pops up and has, something about you need this particular program, then on the bottom it shows that it's downloading and then has two buttons, on that says download, and another that says install. I just close the box. Then I look in control panel for uninstall programs and there are some programs that I don't remember intalling, they are: Microsoft security Essentials, Microsoft visual C++ 2010 x64 Redistributable - 10.00, Microsoft visual C++ 2010 x86 Redistributable-10.00, the last is Microsoft visual studio 2010 tools for office Runtime. They all have microsoft corporation as the publisher, I do not remember dowloading any of this. I have Microsoft office on my computer but don't remember any of this stuff. Could it have been an automatic download? I wish I knew more about computers lol. Thanks for all the help. Oh and I followed the steps for removing the PUAs and it's still poping up. Its only going on with google chrome, my Mozilla and Explorer are fine. Should I just take Google off, then redownload it? Thanks again

All those Programs from Microsoft are legitmate programs. I have them on my computer as well.
Would you want to try and reset Chrome settings? Here is how to reset the Chrome Browser. and if that doesn't work then yes uninstall Chrome and reinstall from here .
