I am a new user of a Chrome Book. Can I install from the link that was on the email that I received from WEBROOT?

Unfortunately Webroot is not compatible with the ChromeOS at this time.
Because of the way that the chrome OS is set up it is already a secure system so you won't have to worry about getting viruses on it.
