This very much sounds like a scam attempt and so please do nothing to accept the 'offer'. 

 

You do not say on what device this is happening; is it a PC, Mac, iPad? Either way try resetting or restarting the system to see if it is a one off caused by browsing to less than salubrious site or if it is more persistent, i.e., comes back after the reboot/restart.

 

Also once we know what system you are running on we should be able to advise further.
