Are you asking for the Password Manager icon in Internet Explorer?

 

edited: Sorry if I misunderstood you. Please go to IE and open Tools on the right upper hand side and click on Manage Add ons and see if Webroot toolbars are enabled. Make sure the WR Webfilter is enabled and if you have PW Manager enabled.
