Why can't I receive e-mail through my outlook 2003?
I need help receiveing e-mail through my 2003 Outlook. I have connect it correctly I can send mail but not receive.

Webroot should not interfere with emails being sent or received through outlook.
I would advise disabling Webroot and then testing to see if the issue still happens.
You can do this by right-clicking on the Webroot Icon in the task bar, then selecting "Shut Down Protection."
After doing this, try to recreate the issue that you were experiencing and let me know if you are able to now receive emails or if you are still experiencing this issue.
