1. No, you can just download the software again from your My Webroot portal account.
2. Don't know what you mean with "late supply of bill"? I'm assuming that it works like any other webshop, where you pay and you get the software sent to you by email (or generally a link to download the software and a license key).

As jgouverneur has stated Webroot is easy to re-download and install from your Webroot console.
Once you have logged into your console at my.webrootanywhere.com simply click on your email address in the top right of the screen to open a menu then click on Downloads.
You will never be charged for redownloading or reinstalling any of our products.
