We are upgrading some PCs and need to move the installed Endpoints to the replacement PCs.
Is there a recommended process for that?

What is the process to transfer an Endpoint from an existing PC to a new one?

Just deactivate the old PCs in the console and give them time to check in and receive the uninstall command. In the meantime you can install WSA on the new PCs. Once the old PCs have checked in and uninstalled then you can decommission them and your license count should be good to go.
