What is the difference between Mac and Windows which disallows the polling interval less than 24 hours on the Mac? Is there a solution or hack that can be applied to a machine to allow the polling time to be less on a Mac?

We've put this into our next WSA for Mac release, 9.0.28.8.  You can try that out with the beta release here:- https://community.webroot.com/t5/WSA-Mac-Beta-Release-Group/Mac-9-0-28-8-BETA/gpm-p/323172.

Note that you will need to apply for membership to the closed beta group and then you'll be able to get the beta.

This feature is only controlled by policy setting - there's no equivalent in the agent UI.
