I’m not sure if it is webroot that is blocking the assignments that I am trying to download or not. But is there a way to change the security level for a certain website so it can be recognized as safe?

Welcome to the Webroot Community,
Sorry you are having issues. You can disable the Webfilter in your Browser or you can right click on Webroot icon in the system tray and try your website again. If it works then it is Webroot blocking you.
Check here to see if Website is safe: https://www.brightcloud.com/tools/url-ip-lookup.php
Go here to Request a Change: https://www.brightcloud.com/tools/change-request.php
Also you can Open a Support Ticket, to let the Support Team know that there is any issue with the site and then they can investigate and hopefully correct/whitelist it in the Cloud.
